Need a repository for standards

Description
We need a repository just for the standards. It will contain all public standards by us and by others which publish their standards using us. In addition it should contain all stub standards.

There must be some kind of repository for the standards. A CVS one is my current preference as it enables easy remote access as well as updates for such files like READMEs and stuff. It does not have much overhead and does not provide large sets of strange commands which will for sure lead to corrupted versions.
It can be exported with normal daily export script, no need for special releases here.
There should also be a script to render those standards to HTML for homepage.

Was rethinking about this.
As the final collection MUST BE read-only anyway a VCS may not be a good solution. The standards should be written in private respos of the author('s group). If they get accepted somehow they are transfered to a directory I can tar up in some way and provide as download on homepage as well as a rendered HTML version of each standard.
If you don't think I'm right just reopen with comment.
