Make libroaryiff a perfect replacement for libY2

Description

Currently libroaryiff is a good replacement for libY2 however some applications (namely searchandrescue) do not work with it.

libroaryiff should be made a perfect replacement for libY2.

Also note that libY2 is not under active development anymore.

Because there are only a very few use cases I currently do not see why this bug is major to the project and downgrade it to medium.

I think this does not affect the next major release. Also searchandrescue does no longer use libY2 anymore.

I'm clearing the milestone now.
