make install fails on win32 due to being unable to create symlinks

Description
Windows doesnt like symlinks it seems and due to that the install process of roaraudio aborts, this results in an uncomplete target dir(missing includes)

Last time I check this it was because win32 was unable to create symlinks to non-existing files. This being a major feature of symlinks I suspect support being broken in the kernel or the ln util.
